Go to "Compatibility" and change the Compatibility mode to run the program in an older version of Windows. If the game still doesn't work after installing as an admin, try left-clicking the Game.exe file and clicking "Properties".
Installing the DirectX End-User Runtime has a bunch of the legacy versions that will ensure your games work with just the one DirectX download/install. The version included with these games is outdated anyway. You can install DirectX yourself from the microsoft website if you don't already have it.
